Wouldn’t it be nice if…

the government let people know what data it is holding about them?

“The government, whether a State or Tribe or the Federal government, shall disclose the existence of all data bases and information stores and the contained fields, relationships, schema, and data dictionaries whenever that database or information store contains records of Citizens of the United States.

The disclosure shall be in electronic format, available on the Web without cost, and subject to internal audit for accuracy and reliability no less than annually for the States and Tribes, and bi-annually for the Federal government.

The disclosure shall be agnostic to proprietary systems and shall use a such a scheme as the National Institute of Science and Technology shall prepare in the Extensible Markup Language no later than six months from the passage of the act. The schema will itself be modular, extensible, scalable, and in the Public Domain. A reference implementation of any programmatic tools or servers and the corresponding source code will be provided and maintained to the Library of Congress and to the People, under a Free Software license.

Agencies failing to publish this information will be subject to punitive censure, and responsible individuals shall be subject to administrative, civil, and criminal proceedings.”
